The Inquiry announces decisions in new core participant applications

In May and June this year, the Inquiry invited applications for core participant status in relation to three investigations:

  • Child Sexual Abuse in the Roman Catholic Church

  • The Protection of Children Outside the United Kingdom: Child Migration Programmes case study

  • Accountability and Reparations for Victims and Survivors of Abuse

The Inquiry also received additional applications for core participant status in relation to four other investigations: The late Lord Janner of Braunstone QC; Child Sexual Abuse in the Anglican Church; Cambridge House Knowl View and Rochdale; and, Children in the Care of Lambeth Council.  

The Inquiry received 134 applications. The former Chair of the Inquiry, Hon Dame Lowell Goddard DNZM granted 99 core participant applications and those decisions were announced at the preliminary hearings held in July. The former Chair declined 12 applications and those applications were not renewed prior to or at the preliminary hearings.

The remaining 23 applications were provisionally declined by the former Chair or were received late. The former Chair and Panel heard submissions on those renewed and late applications at the preliminary hearings. The new Chair of the Inquiry, Professor Alexis Jay OBE, has since considered these applications and following consultation with her fellow Panel members has granted 21 applications and declined 2 applications.

In relation to the figures above, where an individual or organisation has made an application in more than one investigation, this is counted as one application.

The Roman Catholic Church

The Inquiry received 74 core participant applications and 65 applications were granted: 51 to complainants; 3 to survivors groups; 2 to other individuals; 9 to institutions/organisations.

9 applications were declined: 1 from a complainant; 1 from a survivors group; 3 from other individuals; 4 from institutions/organisations.

Children Outside the United Kingdom

The Inquiry received 6 core participant applications and all 6 applications were granted: 1 to a complainant; 5 to institutions/organisations.

Accountability and Reparations

The Inquiry received 51 core participant applications and 44 applications were granted: 31 to complainants; 3 to survivors groups; 1 to another individual; 9 to institutions/organisations.

7 applications were declined: 2 from complainants; 2 from other individuals; 3 from institutions/organisations.

The late Lord Janner of Braunstone QC

The Inquiry received 9 additional core participant applications and 8 applications were granted: 6 to complainants; 2 to other individuals. 1 application from a survivors group was declined.

The Anglican Church

The Inquiry received an additional core participant application from a survivors group and this was declined.

Cambridge House, Knowl View and Rochdale

The Inquiry received an additional core participant application from a survivors group and this was declined.

Lambeth Council

The Inquiry received 3 additional core participant applications and all 3 applications were declined: 1 from a complainant; 1 from a survivors group; 1 from another individual.
