The Inquiry also received evidence about Raymond Cullens who records show was a teacher at Bullough Moor Primary School in Rochdale from 1985 to 1992. According to Gail Hopper, as a result of a complaint made in February 1992 that Cullens had sexually abused a pupil at a Rochdale school in 1984, a police and social work investigation began that indicated other children had been involved. Cullens was arrested a week later and admitted sexual offences against four children.
