First, HMI regarded the care side of the school to have been generously staffed. Second, the HMI team was amazed at the levels of absenteeism and that this was tolerated. Third, the curriculum was found to be inadequate. Fourth, there was a seven-year-old in the school with no immediate peer group (the next youngest boy was 9½ years old), which was unacceptable. Fifth, efforts were needed to overcome the “a mistrust and inertia evident among the staff”. Sixth, there were children at school who had been abused or were abusers.
