This investigation considered whether any attempts were made to exert improper influence in order to hinder or prevent an institution from effectively responding to the allegations against Lord Janner. It did not examine individual allegations.
The report is based on 14 days of public hearings held during October last year. The hearing was adapted to a virtual setting, to ensure the investigation could continue safely during the Covid-19 pandemic. Issues relating to the anonymity of a witness mean that the majority of the hearings were held in closed session, as discussed at the preliminary hearing and confirmed by the Chair in a determination. A report reflecting the totality of evidence heard will be made available to core participants and the Home Secretary.
Witnesses in this investigation included former members of Leicestershire County Council, police officers and other public authorities.
