Summary

An inquiry into the extent to which existing support services and available legal processes effectively deliver reparations to victims and survivors of child sexual abuse and exploitation. (This investigation is now complete.)

This investigation focused on the support services and legal remedies available to victims and survivors of child sexual abuse. It responded to multiple reports of inadequate support services, obstructive insurance companies and a civil justice system that may not deliver genuine reparation. We also examined the adequacy of other compensation schemes, including awards made following conviction in criminal proceedings and awards by the Criminal Injuries Compensation Authority.

Amongst the case studies in this investigation, we examined the experiences of victims and survivors of sexual abuse at Forde Park Approved School and at care homes in North Wales. We examined the extent to which current mechanisms for support and compensation help or hinder the satisfaction of the right to truth, accountability, compensation, and guarantees of non-recurrence.

This investigation has now finished. The public hearing into the first phase of this investigation concluded in January 2019. A report into this phase was published in September 2019 and is available to read here. Responses to recommendations made in this report can be found here.

The public hearing into phase two of this investigation concluded in February 2020. Findings will be included in the Final Report.
